CF Client Error 31_10

Every time I joined a match I immediately get error 31_10 and kicked off the match.

OS: Windows 7 Premium
Norton Anti-Virus
Things I've tried:
re-installed crossfire
run crossfire as administrator
tried crossfire in compatibility mode with ALL windows versions
tried crossfire in a different resolution.
tried crossfire in windowed mode.
