Error 31 9

Hello,
I recently got this issue where when i join a game it instantly gives me error 31_9 and i get disconnected or game crashes. How do i fix this?
To give some background; I havent been playing very frequently, but i played like a week ago or so. Yesterday when i tried to even start the patcher/game it just gave me an error, so i reinstalled the entire game. Now after that i could at least start the game, but now instead when i join any match i just get error 31_9 and i cant find any fix for it. PLEASE HELP FAST!
