I think its about time to see this happening.As it happened with the IGNs, it can happen with the clans also, right?

According to the FAQ in the support center clan names will also become available again after 90 days upon being changed. By re-circulation I think you mean the policy where players get their IGN automatically changed upon being inactive for longer than 2 years. I agree a policy needs to come where clan inactive for longer than 2 years need to automatically be disbanded, like players being inactive for longer than 2 years get their IGN removed.
