Problem to sing up

Hi, i was playing since 2009 i think, but i lost my account i don't remember my user, so..., but that's not the problem, i created a new account, i'm from Mexico, but, when i try to log in, then a window come out saying that i can't enter for my region, so, i cant play anymore in NA or its only a recient problem?
