Error code number 31_9

just i face this error today yesterday was fine today i cant start the game so asked me to reinstall the game again a and i did download and start the game login fine but every time i join room the error shows again , please help
the error in all servers all channels.

u receive this error cuz u changed smth in ur folder or u have some old files re-install the game

thanks for you help i did remove all files and run ccleamer and no anti virus no firewall with new fresh copy, no luck but 1 thing i didn't try to make my hard-drive in to 2 parts.,question please dose my locution has any concoction to this problem im from Australia..
