Use of macro ingame

Since 2 or 3 years, many players especially arabs and turks do use macros for having advantage against other legit players. This "pros" walk all over the map without making any sounds, so we can not hear them coming. They use snipers like Barretts like rifles, so it seems to be impossible to avoid getting killed. The first shots are like no recoil/no spread. I think the time has come, to do something about this. We can not play ranked matches without meeting turks and arabs using this macros. Do you GM's think about any actions against this unfairness?
