Remove the Implemented feature

So like every nab finds it great to use the implemented prefix feature on their suggestions which can be deceiving as that feature is suppose to be there to let GMs indicate which player suggestions are being implemented or have been implemented.
So yea...remove the option to turn it on when making a new suggestion thread for regular players bls.

(i thought about turning it on for the lulz but i won't. I'm better than that. Now I just wait for a troll GM to come along and do it)
