CFCL open / elite question

My team wants to apply for elite but here is the problem, if we apply for elite we cant apply for open (cuz not allowed to be in both)

So lets say we dont get accepted while we havent applied for open, are just gonna automatically get accepted into open or we will have to stay out of both leagues?
