I have printscreen a persons who insulting on national base and they wanna sell acc? Where to upload picture,and will they be banned ? Thx

I would also add that it's best to upload this type of thing under "Violation Report" in regular tickets, along with their IGN, what they're doing wrong, and attach the screenshots (You might have to put them into a .zip file first) :P
