Try using a different option I had the same problem on the razer store online and using a different method fixed the problem for me -
How did you solve this problem?*Edit* Okay, I was able to solve this problem. It turned out that it was only necessary to wait. Apparently some kind of bug in the paypal services. Although the error may have been in the service to which I was trying to transfer money. In any case, if the solution to the problem is just to wait, then I see no point in keeping this topic open any longer. I think it can be closed.
