Abou VIP Hackers and Hackers Report

Are VIP users who use hacks considered to be at the same level as a regular hacker?
I am seeing multiple VIP users using hack, be it in Mutations Modes and Zombie Modes.
I know VIPs pay dearly for different and unique benefits, but I find it unnecessary to appeal to the hack, right?

Now about reporting the hacks.
Is there any reward when you report a hacker?
Is there any motivation?
I'm not saying I should report only paid win something in return, but I have an old computer and play with save mode active replay ends up that lowering even more my FPS.
And also, an incentive to report, would help everyone, in my opinion.
