Low Fps !! Help Please ;/

-Try dusting your PC using an air blower
-press Ctrl+alt+Delete and then select Start task manager it will open a window .Tab on the option Processes and find "explorer.exe" and right click on it and select end process ... your task bar will disappear don't panic if u want it back right click on the same place and then create a new task and type explorer.exe and press enter
-close any tabs of any webpages you are opening when you are playing crossfire to avoid sharp Fps dropouts
-recognize your version of direct X and install it ( mostly it's Direct X 11 )
-install the last drivers for your graphics card
-try to lower your settings in game like the resolution (make it 1440/900 )
-Do a clean up to your system every week and you will be fine ^^ -

I work as an IT Technician, I can confirm that everything he suggested is perfectly safe.
Edit: OP has already made sure they are using the correct output for their graphics (Using GPU output, not motherboard), using 1280x1024 resolution, and it is a desktop PC, not a laptop. Hope this info can help someone solve it.
Also I looked at your screenshots and it says 3.25GB RAM instead of "4.00GB (3.25GB Usable)" or whatever it usually says, which is strange. -
Also try to note that CrossFire is very CPU intensive. While an Intel 2 Core Duo is certainly OK, it won't function well if you have other things running in the background as others have mentioned. Try to make sure you have everything in the background closed while you play and utilize the other suggestions already mentioned. Have you tried using Razer Cortex? It may help with shutting down unnecessary processes to help squeeze out that extra performance boost you may need.

You have to be more specific in your description to get a more accurate evaluation.
- Intel Core 2 Duo : between a E8435 (i've played CF with this one a while) and a E4300 (i will never try to play CF with this one), you have a big difference.
- Radeon 5400's : between a 5870 and 5430 ... same considerations that with the CPU.
The good news : W7x64 (it can be "modded" for performance with ease with a cheap hardware) and the 100fps max that you get.
For the FPS you have to do a difference between a peak and a real average (just like the ping). Peaks never count, stability matter.
You have to use a third party software like the well known MSI Afterburner or FRAPS to known if your hardware is bleeding or if it's just a question of configuration.

Nope ! thats a Big mistake ! if you are running on a Windows 7 /core2 duo / 2 gigs fo Ram >> you will have a serious Fps drop ! -

Guys the problem is the game.Not your pc or laptop.
No it's not. The servers are unstable, but the FPS hasn't really ever been much of a problem with CrossFire, even when I was running an old 1.4GHz junk PC, except maybe in Zombie Mode maps. -
