You need to attend Offline Events like PAX or something similar to be eligible.

As in, you need to be there in Person.

Presumably, you'll just write down your IGN on some list when you are there, and they'll take it from there.

You will have to wait when GM announces a Live attend event. Then you go to that venue and would need to give your IGN etc details so they can note who attended and then you would get the ribbon.

To be honest, there is no exact date we can give you. However when they announce it they normally give 2 Weeks notice. Maybe send a ticket and ask when the next live attend date will be. Announce it on Facebook and announcement page, keep an eye each month.

They're only organized in Canada and US. So you need to relocate to these countries for that ribbon.
