I cannot change any setting in the game

I just built a new PC.
The system is win 10 64, i7-7700K, GTX 1080, 16G RAM and DirectX 12 with PG279Q monitor (2K).
It is absolutely above the requirement, but when I login to the game i can't change any setting.
As soon as I click the option at the right up corner, the sounds(background music, all the effect) is gone.
After I set the resolution to 1920*1080, it says all changes saved successfully, but nothing actually changed. And when go to option again, it is still default setting. It is like the option page is locked for some reason.
The game actually runs with default setting (which is awful), but I can't figure out what is the reason that I can't change it.
CF works perfectly fine on my laptop but not this new PC.
Anyone has the same issue? Or anyone has any ideas how to fix it?
