I keep getting this error when i tried to run cf setup

You have download the file properly, right? Delete the current file and the download to your desktop again.

My guess is there's something launching during computer startup that's interfering with the CF launch.

Try doing a "clean boot". You can find instructions how here: https://support.microsoft.com/en-us/kb/929135#what%20is%20causing%20the%20issue
