Basically you disconnect your internet for a few seconds and then reconnect

No, I'd wager it is not banable, as everyone with a shaky connection would fall under that category, and it would hardly be discernible whether or not someone was doing it on purpose at that specific game changing moment or if it was a mere coincidence.

They've taken steps to discourage this, such as disconnecting you after having dropped the connection for a set time.

So my Idea of this would be that it's frowned upon doing so on purpose, but banable? I'd doubt it.

I'm not 100% sure, but I wouldn't recommend it as it might show in a replay that you're teleportation.
