VIP weapons

Not on their own. However, during the pre-order for the Axe Beast there was a tiered discount. Where If you just pre-ordered the Axe you got so much off but then you could add on other VIPs with it to get a larger discount at 2 VIPs and then another tier at 3 or more. I'd like to see that come happen again. could really stock up on VIPs.

Yes and no, there has been pre-order deals where you get one for a discount if you bought another, like a bundle deal, the closest thing to a VIP sale you will get atm, is ZP sales and or bonuses where just buying the zp in general is cheaper and or get more for the money. That's when i bought my vips, was on the bonus zp sale stuff.
