They've tried to discourage it by adding the prerequisite of pressing the Reload button after a shot.
And seeing how they did not go any further by disabling the kick while reloading completely, I think it's safe to assume that the Barrett kick spam while insanely cheap in my opinion, is not a thing you could ban someone for. -

That would destroy the meaning of a backup weapon. Can't kick during reload means you have to switch to your knife, and by then you're probably already dead, so what's the point? Kick is designed to be able to use during reload just so you can finish off your opponent if you run out of ammo.I think the best way to patch the bug is to reset the reload time everytime you use the kick function just like how it is with the M4-VIPs and AK-VIPs.

Ok then how about after each kick it would force you to take out your gun again. This would slow down the rate of fire and it would basically be quick-switching. This would disable the glitch while still leaving the kick fully functional.
