BLOCKED for one hour???

i was playing normally with no apps running behind , my ping spiked to 1000 at last sec. of the game i got dc , when i relogin-ed , a message pops out , you're blocked for 59 minutes , any idea if that would take my honorable solider ribbon away? IGN: -Eradicate.
