HMIPCore.dll X-TRAP ERROR CODE : 08-0400-00000000-515

It appears that I have damaged my HMIPCore.dll file. I did actually not even find it in system32 where it should be? Not sure? Looking for help as soon as possible, I have tried evverything, nothing seems to be helping. I have no clue why it happened.
