Connection Delayed...

I recently downloaded CF on my cousin's computer, but when anyone goes to play, the game comes up with no errors or any problems of any kind...but when I try to join a game, it'll load for a few seconds, then I'd receive a "Connection Delayed" notice. I reinstalled the game, waited, reset my router, unconnected, then reconnected my internet, yet still "Connection Delayed". If anyone has any solutions, please comment. Thanks! ^^
