Unable to configure hotkeys BUG

I want to change the Hotkey for Tactical Map because for some reason, it is mapped to my quotations key instead of "~".

According to your own website, you say that "You can configure various Hot Keys according to your personal preferences, and that during combat, you cannot change hot key settings."

However, i cannot change my hotkey settings at all, even from the menu of the game.

Is there a way I can map Tactical Map to "~" like it is suppose to be, instead of the quotations key?
