Learn how to read man. It clearly says "You currently own more than 25 different permanent weapons (starting weapons and knife or doubles don't count)" Meaning that in order to get the ribbon you need MORE than 25 weapons. NOT 25. MORE than 25. 25 is NOT more than 25. 26 is more than 25, therefore you need 26 weapons. Your welcome
