Can't use anything but Pre-Paid?

Hi.

So, I'm trying to use a payment method like PayPal to purchase some Z8 points. I was going to use some pre-paid cards to begin with, but my local game shop only stocked Ultimate Game Cards. Since UGC is going out of business they're out of stock there.

Anyways, that's fine. Tried to pick an alternate payment method, but it's telling me my character is waiting to level up. It said my CrossFire character's level needs to be level 3 to do so. This is on a new account, but my character is Private rank. I assumed this is what it meant by level 3.

Am I wrong? What level do I have to reach on my new character before I can purchase Z8 points in CF?
