Version.ini/Not Latest Version

I'm facing 2 issues back to back. 1 being the version.ini file, I have uninstalled and re-downloaded CF completely a few times. I have changed the Version to.....
LatestVersion = 1170
MinimalVersion= 1120
OwnVersion = 6
[DOWNLOAD]
server1 = http://cfpatch.z8games.com/download/
[SERVER]
COUNT = 1
IP1 =67.210.208.133
PORT1 =13008
[HGW]
PORT=16666
SERVER1=67.210.208.161
SERVER2=67.210.208.163
POD1=50
POD2=50
.....and some times it still gives me the version.ini file or it says that it is not the latest version. I have been on these forums and I have been on youtube the past couple hours and I keep going circles as if I'm suffering insanity (joke).
Can someone please help me identify and solve this issue.

Delete everything in CF folder, download the link above, and try again. If it still happens, reply to this thread and I'll attempt to upload a copy of the game.

Same thing came up.
Edit: The Version file, which used to come up empty, now has details about it. It's still on Read Me only. Yet it says failed to download.
Edit2: I unchecked the read me only, started it up and now it says "failed to download Patch-list file".
