whats happening to the game i cannot get on it keeps saying failed to connect to the server

and the website is really slow ~~ its not my internet because every other wesbsite and games are working perfect ?

Website is slow as a snail for me, and I get the error:

Failed to connect to server W[2003] L[0]

unable to connect to server
