sending a PM

i want to report a hacker named bielzinho5 but i read i have to send a PM if i want to report someone. but then they say i have to change my options of changing PM. but where can i do that i cant find out. so if some one can tell me how to change it i finnaly can report this hacker!

Go to USER CP > EDIT OPTIONS > Click ENABLE PM > Click SAVE
