What is going on?

I submitted multiple hacking reports of many players over 3 months ago. I rubbed my hands together with a smile imagining their surprise and sorrow. Today I check their In game names on the clan page and interestingly the hackers that I reported still have the honourable soldier ribbon; meaning they were never banned.
My question is does Z8Games (Free Gaming. Evolved.) actually take the time to review the replays that players send?
