FPS problems that are NOT normal, and windows questions

Hello there Forumers! I have a very solid computer, that runs at 300 fps at most games. On CrossFire however, my fps is stuck at 200. Is there any way to remove this barrier?
I also have another question. What windows does CrossFire run best on? Any help will be greatly appreciated, thanks in advance!
