So why can't you reinstall the whole game?

The download link is for the downloader. The downloader downloads the setup file. The setup file, when installing, will give you crossfire.exe along with other files necessary to run CrossFire.
^Don't forget to uninstall first before trying to reinstall with a freshly downloaded copy.
