Where do you live?
Several regions (such as Europe, China, Philippines,...) have their own version of CrossFire. Players from those regions can't create new accounts on other versions of CrossFire. So it's most likely that you live in one of the regions that has its own version. If your brother can play, it's because his account was made before these restrictions were in place.
