Good question but I do not know very well but apparently can not.
For my part what I've read in the forum and various sites but not because they are not the same company who approaches the game in each country.
What you can do is send a Technical Support and there you explain

No you can't transfer over. You just have to make new account beside someone else already talk bout this look up for it
