Currently i want to get '' WAR MACHINE '' ribbon but i dont know whether killing War monger in hard mode still counts toward achieving that ribbon as in the description of this ribbon specifically asked for killing of war monger in normal mode ??

As you may know when you finish one Hard Mode challenge it gives you a Boss win in normal mode. answering to your question, yes it does count wheather you do Normal or Hard modes.
