Windows 8 questions

Hi, I am planning on getting a new laptop since i cant really play on this laptop I get like 15-30fps (if lucky 30) while i play my laptop specs is ( i dont even think this is a laptop i think its a notebook or what ever)

64 bit
now i am going to buy
6gb
i5 3337u proccesor Intel core
windows 8
now my question is will i be able to play on windows 8 and will i get a decent enough fps so that i can play? or will it still be at 20-30 fps?
