Can't report hackers !!

idk if this happened to you guys but it happened everytimes i tried to report someone. I always have problems with the upload replay thinggy. It always stopped at around 30% and it didnt continuing upload. I tried to do it again and again for like 10 times but it still froze when it uploaded about 30%. I even tried to upload it with different browser but nothing change. Is there any suggestions that will help me report all of these noob hackers without any problem ?
