Reporting Hacker issue

I need a quick explanation of why the hacking report system isn't functioning properly, along with the rest of the support ticket system. Is it only a matter of internet speed or is it something deeper in the system? Because I seem to recall something mentioned that people with fast internet don't have the problem...
