unable to nominate?

one of my friends nominated me and after he did so I was unable to nominate anybody and its as if I already used my nomination but no one is nominated? can someone help?

Only new accounts can nominate players at this current time, meaning accounts made after August 2013 can nominate players.

Furthermore, once the person has reached 2nd LT they will be removed from your nomination status.
