Hacking Report stuck at 6% then interrupt

When ever I tried to submit a cfr file, which about 3.5mb, My uploading is stuck at 6% although it's show my upload speef was 1mb/s. The number won't change until it's interrupt.
Crossfire please find another way to report hackers so people who are not in Canada can report hackers.
