CF wont start

i have an anti virus , scanned and had 0 virus, ive done everything that i see online , so if someone has the same problem that has been fixed please please i need your help.

Like you describe it, it should be a software/system-process/system-service which start at windows-log-in time and isn´t ready at the first seconds or start with a little delay.
I would try to start the task-manager after the start as soon as you can - and observe the Processes (/Applications/Services) and which one start with that delay...to find out which one cause it.

Do you get any error message ? ? ?
Is it a fresh install of CF? - or is it a new problem with an older installation (running before)?

You can also look in the windows-event-viewer:
> right-click on computer and select "Manage" > navigate to System Tools > Event Viewer > Windows Logs > Application / System
- and look for hints (-errors,-starting system -processes/-services)...
