FPS loss when looking around

For some reason my FPS have been dropping from 200 to 20 whenever I look around by moving my mouse, making the game completely unplayable.

Yes I have in fact it appears to be in every game now, how infuriating.

The beast is dead, the rouge program stij.exe has been slain and my PC is back to normal.
