Whats the Rebuild. Xtrap file for?

I was told if you rebuild the xtrap file in the CrossFire folder it solves the problem. I really don't know i just re-installed it after wiping CF clean and it didn't work again. I have no antivirus program and my windows firewall is off.

Need help please help fix
