It's only for this installer/setup, and I've tried it a few months ago and got the same result.

LOL did you put it in a zip file or something because your going to have to redownload it XD

your computer is seeing it as a admin access only file and your computer user type not to have rights to open it (evan though your probebly the admin) it sometimes messes up like that happend to me for some games
