What is the formula for the interaction between regular and zoom sensitivities?

That is to say, when I change my regular sens from 14 to 4, and the zoom sens remains at 20, what formula dictates the "universal" sens my scopes now have?

There's no interaction. The only value that determines the zoom sens is the zoom sens value. Changing your normal sens should have no impact on zoom sens.
