Did you download a fresh setup file?
If you're an old CF player and it's not updating with whatever version # you have from back then...
then you'll need to do a clean install with a fresh setup file to help you install the game again.

PS: Off-topic, but why would you want to run an unauthorized Win 7 OS? It only complicates matter lol. -.-

But have you installed Pando Media Booster with the downloader?
It's used to help download the actual setup file later on in the download process.

Maybe you need a fresh start.

Completely remove all traces of attempted CF installation either from the past or current. Do check your C drive as well.

Then clear your cache from your web browser. Now restart your computer.

After it comes online again follow these steps:
Disable your antivirus, and your firewall.
Open up your web browser. Navigate to this page:
http://crossfire.z8games.com/downloads2.aspx
Download the downloader. It should automatically run afterwards. If not, run the downloaded downloader as an admin.

Continue to leave your antivirus and firewall disabled until you have completely finished the downloading AND installing procedure for CrossFire. Only after you have finished installing THEN you can re-enable both the antivirus and firewall.

Now restart your computer again. Now run the game. Maybe you'll need to change the shortcut properties to always have it run as an administrator.

Well it looks like then you're SOL if you're always getting the same result even after supposedly changing up how you're doing things.
