Yes the hack report system is messed up, No Z8 is not doing much to fix it. They have however slowed the progress of hackers through some new systems, hopefully they'll fix the report system sometime soon because their new setup is only blocking about 50% of them.

Any player caught cheating in a report will be banned permanently. And real wallhackers do get banned, ive reported several and they got banned permanently. Although it took quite some time.
