Cant connect to server?

whenever i start the game i get a popup that says failed to connect to server. Is this because im banned? because ive never played this game before so how could i be banned

"Failed to Connect to server" - You must have been idle for too long on the login page, just restart the game.

Or,

Your internet connection is low, try looking at it.

now was it failed to connect to servers
or
failed to connect to test servers

Cant connect to server?
