Vote kick failure

Hi there
ive joined a room in rookie server, and there was a stupid guy afk all the time, of course we tried to kick him and it said "Kick has been approved." but he didnt get kicked, so we tried again and again "Kick has been approved." but he still was in the room....
so i wanna know if he got some anti-kick hack, or if kick system was bugged, or you cant kick in the rookie server anymore?

PS: that was some pretty funny screen lol (and they accused me of hacking once again ^^)
