Theater of War Ribbon

On the event page I was clocked in at 4 hours and 5 min and I clocked in another 2 hours before the event was over and It never updated and I never received the ribbon for the event.

When I checked, it updated at 10:30ish PM and 11:37 PM about.

this in my missing a ribon with a drawing of a mascra I attended the event was supposed to have appeared

It's currently being fixed. The second Gold Medal ribbon is actually the Theatre of War ribbon, it's just a visual bug. If you have the ribbon, then you have it. Once they fix the visual bug as well as all the other bugs with the ribbon system right now, you'll see your ToW ribbon.

Yes it is known that the ribbon came up with the wrong image. They are working on getting that fixed. There is no need to continue to create threads over this.
