Playing at NA/UK Servers

Now, one more friend want to start play with us, but he cant, he gets a problem with region and crossfire shutdown. In the registration form he choose at first time UK then USA and the problem still with us, he cant open his account. Why?

What he have to do to play at NA/UK Servers?
