Spanish people can't create acounts

Because your region is blocked from this version. Everyone living in europe (except the UK) has to play on Crossfire Europe. The accounts that had already been made before 1.8.2011 can still play here, accounts created after this date have to play CF EU.

Well, it just has different guns and other stuff but regarding the gameplay itself it's the same. If you want to play Crossfire than you got to play the European version, there's no other way as they've got the license for Europe..
